What details entails he's an enigma? I don't really see him as mysterious, just a boy whose life is a running gag (which he blames his luck) dating sim just like any other harem protagonist as every arc (based on the anime) entails him saving the "heroine."
Taka, Sort of like he as well as we knows nothing from his past, nothing has been revealed about him (I think the author wanted to make a point of Touma getting an amnesia early on), all is that his right hand posseses some strange powers that some high tiers from the verse is interested in and wants to take his power cause apparently "negating supernatural things" isnt the only thing that his right hand can do (there are also some things that makes sense why he doesnt get his ass killed through situations like fighting someone out of his league based from Othinus)

I hope will be released a news as soon as, I cannot wait to see Acqua of the Back and Carissa show off their terrible destruction ability, especially Dimensioanl Cuts (they has never been illustrated *sigh*) with wreckages. Battle Royal Arc is a compelling story arc, imho is good for OVA too (Fren/da, awakened Kakine and Accel, that Baba Yoshio pig in Railgun touches my poor Mitsuko D: and Mugino wanders while she held beheaded heads xD and go on). But...World War 3 Arc with my favourite character FIAMMA! I think we will have Index 3 and Vento Aureo anime the same year.
Unfotunately anime hasn't needed capacity to treating character like in the LN. Touma, as well as Accel, has tangible improvement and becomes a very appreciable character in NT. Imho WW 3 signs and underlines remarkable changes, like battle skills and thoughtful skills (Do you agree CosmicNoirTear,?)

How about Hamazura? First time around in Battle Royale, he was a pretty unwilling hero and it took making sure his girlfriend was safe for him to get into action.
By Volume 19 however, you got him doing shit like car chases straight out of Fast and Furious and shooting down several bad guys while jumping out of a helicopter.
