Rebeloutlaw, how about we break this down one piece at a time. First the planet itself. We assume it's going to be Earth, but are the cities going to be the same ones in real life, fantasy cities, or a mix of both.
@sonata, hmm how about same cities for now but how like prison cities for power users who can't be controlled via normal means and small secluded villages for those that mutated due to their powers or have a power that may pose problems in large groups.

I agree, also our characters powers seem to be based off mutation, and science so far which is good. Magic could be introduced later on. If everyone agrees with this we are basically set. Just need the names and locations of fictional prison cities and villages.

Sort of. Rebel explained the basics. However, currently, we don't have anything going. If you can't wait too long, ViceVerse RP is pretty much the same layout and is already in action.
As for the rest of you, damn. You actually have a decent layout, although the visions and all that are really overcomplicating matters. We don't need all that. And scrap anything above street. I think Rebel is underestimating the gap between street and city level, or even street and building.

I don't want my characters to expand so much that that level becomes the norm. We want to avoid that sort of power creep. It's what killed several versions of the old vice.
Why not trim that down to simply "near future where powers have become common knowledge for over a decade."
Captures most important information outside of a rule like a rule on the max power level and then leaves everything else as it should be, a possibility. It also sums up everything in one sentence.
I was summarizing based on the categories we outlined on the first page. The point wasn't to have a single sentence, it was to have an idea what we're doing. You can't leave tech out of the discussion, nor any of the other categories. Tell me, what is the technology of the DC universe? Or Marvel? Is it all over the place because nobody bothered to establish a baseline before they started writing? The answer is yes.
