Welcome everyone! This is going to be a short review compiled from my experiences and exchanges with the gang at the Black Bullet Discussion. Wish I had done this with the anime fresh on my head. Plot
The series revolves around Rentaro and his partner, Enju, and their experiences with a war torn country due to the Gastrea attacks and their own people due to harbored racism against Cursed Children who happened to be all young girls.

Rentaro Satomi (里見 蓮太郎 Satomi Rentarō) Voiced by: Yuki Kaji Affiliation: Civil Officer Rentaro is Enju's Promoter and an employee of Tendo Civil Security.
Kisara Tendo (天童 木更 Tendō Kisara) Voiced by: Yui Horie Affiliation: Civil Officer Kisara Tendo is a Promoter and the president of Tendō Civil Security who is the employer of Rentaro Satomi and Enju. Later, she becomes Tina Sprout's Promoter.
Tina Sprout (ティナ・スプラウト Tina Supurauto) Voiced by: Tomoyo Kurosawa Model: Owl Tina Sprout is Ayn's former Initiator, and she is now Kisara's Initiator.
We had 3 pairs of supporting characters in addition to the main cast:
Kagetane Hiruko and Kohina Hiruko
Shōma Nagisawa and Midori Fuse
Tamaki Katagiri and Yuzuki Katagiri
Verdict Strengths and Weaknesses
One of the strengths of the series is the streamlined action and battles without the heavy exposition and unnecessarily complicated jargon you seen as common plagues on light novel based anime series. Even though the pacing is quick, it has a drawback. Story feels rushed, and the anime doesn't flesh out its characters. While the main characters are fleshed out, the supporting characters aren't. Example would be Shoma & Midori and Tamaki & Yuzuki. This negatively impacts on the audience's sympathy for minor and supporting characters who are killed off either brutally or not. What's odd is that during the time they had the new characters, time was spend on Rentaro and Enju's relationship with a group of Cursed Children.
The music is decent but overused a lot, and it's unforgettable for the most parts. As for story, it's more enjoyable at the beginning compared to the end personally. The ending is rushed. I don't believe we saw enough of Kisara's past to see where she is coming from when she executes a family member. Sometimes, the deaths in the show are predictable and the latter deaths didn't have a lot of emotional impact due to not fleshing out characters.
Which Audience Would Love This?
If you don't mind loli fan service with ecchi of adult women, blood, and harem vibe, this show is for you. It's a dark series that balances out the ecchi, making sure that ecchi scenes only pop during regular moments and not during tense scenes. I appreciate Black Bullet for doing that. Heavy ecchi shows that borders on Hentai such as The Testament of Sister New Devil or Aesthetica of a Rogue Hero will spam panty shots during the serious moments.
The series could have done better if the pacing was slow down, flesh out the supporting characters, and expand into another season. There hasn't been any word about a 2nd season.

Taka: I see. A global release will benefit it. Gundam did pretty good. The only few franchises that are only popular in Japan but not popular in the west - Yokai Watch comes to mind.

Master Menos: F for Respects. DMX did all his work while suffering from a drug addiction, and I almost never knew until a point. I hope his next life treats him far better.
