A recurring character throughout the franchise, the "Ringlet Curls Girl" is a prominent member of one of the 7 Level 5 Espers in Academy City, Shokuhou Misaki's, clique. As a student of the prestigious Tokiwadai Middle School, she possess exceptional talent as an Esper.
She becomes the star of the spin-off series, A Certain Scientific Railgun: Astral Buddy, where she is properly named and given much more depth to her character and background.
Her Esper Ability is also revealed. Called Rampage Dress and classified as Level 4, it allows her to manipulate the electrical signals in her cells to draw out further strength. This allows her to strengthen her sense of smell by increasing the sensitivity of her olfactory cells, or to perform superhuman maneuvers by boosting her muscle cells.
Not affected by even being blinded. Houjou herself being a capable fighter whose powerful enough to kick off a tree with enough force to break it in half and broke out of titanium bindings earlier and still can't match her.
Iruka's last ditch move is her hidden right eye which is a prism to reflect and scatter the laser beams she produces with her power. With it, she can fill the entire room with laser beams. Junko is able to repel the lasers with a yet unexplained application of Rampage Dress.
Is now too fast for Gunha to keep up with, dodging all his strikes while continuously wailing on him. Gunha is one of the Level 5 Espers and he has effortlessly punched away lightning strikes on several occasions
Creates an ionic sheath with her electricity that's able to cancel out most of the power behind Gunha's Electromagnetic Amazing Punch as she literally rushes through the attack and delivers a solid hit on Gunha

Dream: On the subject of MAL, it looks like the admin are planning to tweak their scoring system for titles to reduce the likelihood of voters artificially inflating the ranking of certain titles.

Dream: The joys of adulthood. Joking aside, plan to at least attempt to wrap up Gankutsuou sometime early to mid next week so I can get done with my Funi voted titles. Afterward, not doing any more voting for a while considering how long this had been taking.

Dream: Looks like MAL's currently down due to the site getting hit by a major denial-of-service attack, just as a heads up.

Taka: I added 2 polls tonight. Also, I wonder why MAL was down. Crunchyroll also had it, too.

Dream: Not sure about Crunchyroll. For MAL, the DoS attacks may have been retaliation by those who dabbled into manipulating the site's scoring system for certain anime titles. The admin on MAL announced they would be overhauling the system to prevent said...
