One Academy City's Level 5 Espers, Kakine Teitoku stands second only to Accelerator, Academy City's No. 2 in rank. Operating within Dark Side of Academy City and immersed by that same darkness, Kakine is the ruthless, effective leader behind SCHOOL, an organization that aims to force negotiations with the Board of Directors through whatever means necessary. To do this, one of his primary goals is defeating Accelerator and taking his place as Academy City's most powerful Esper to increase his own influence on Academy City's higher ups.
His power is Dark Matter (未元物質 Migen Busshitsu (Dāku Matā)?, lit. "Unknown Matter"), the ability to create and control an unknown substance not of this universe. The power manifest as 6 angelic wings on his back which he uses to attack and defend.
Any matter that makes contact with the substance gets altered down by their elementary particles and given a variety of different forms and effects. As something that never existed in the universe before he created it and seemingly from a different world entirely, Dark Matter operates under laws completely alien to any known physics and is truly an Esper ability that cannot be understood through science.
It is this power that defies all logic which earns him the epithet "The One Who Has Touched the Territory of God."
Initially a recurring antagonist in both Index and New Testament, Kakine has become a villain protagonist in his own series A Certain Scientific Dark Matter which sheds light on his past and his motives.

A Certain Scientific Dark Matter spin-off
Handles a group of thugs and gives one of them a hard lesson that he doesn't need his powers to kick their asses by breaking one of his legs.
His wings can withstand a railgun blast, obviously referring to the railgun fired by Misaka Mikoto, the Level 5 ranked just below him. A full power railgun by Misaka can break through a nuclear shelter.
Armor means nothing to his power of altering matter down to their elementary particles. Transforms a man’s arms, turning one into a white vapor-like state while painfully dissolving the other
Master Menos: Finally got out of the fast food job. It was a graceful exit, but to be honest, I'll miss some of those guys. Got a sprained ankle from it since September, so I'll finally focus on healing that back at the family home.

HungryWorld: Well if anyone remembers what happened to Pingu in the City, with it being joke 10/10 scored on MAL just to get it into the top 10 anime... well now is Ishuzoku Reviewers' turn. Seems that in response to Funimation's cancel people boosted the score hard.

Dream: On the subject of MAL, it looks like the admin are planning to tweak their scoring system for titles to reduce the likelihood of voters artificially inflating the ranking of certain titles.

Dream: The joys of adulthood. Joking aside, plan to at least attempt to wrap up Gankutsuou sometime early to mid next week so I can get done with my Funi voted titles. Afterward, not doing any more voting for a while considering how long this had been taking.
