Hello, so I have had this going on my mind for a while. In many ID battles that I made, I had to give a general description of what I thought some characters' speeds were based on my opinion. I did not know whether it was correct or not, so I decided to compose a speed tier list based on the feats of the manga itself. So what's my base?
Now, I know that this will give me complaints of not being actual lightning. It's "magic" lightning. Yes, sure, it is lightning conjured by magic. But hear me out. There are a couple reasons why I attribute the speed to be the same as lightning.
A) The lightning was drawn as a bolt coming out of a source. Not sparks around a character. Not electricity dancing around. A bolt. This isn't enough evidence, but it makes you begin to think.
B) The lightning, when interacting with thunder, was redirected to the ground. The movement of it is similar to the movement of lightning, trying to go through the path of least resistance.
C) The novel, as well as the manhwa, stated several times that basic magic works by using mana to summon nature's elements (advanced magic is where it begins to differ). This was definitely stated in the novel, and I believe it was mentioned in the manhwa as well.
D) And this is the biggest proof. Magic in ID derives from God's magic, they're essentially weaker (in power) version of the Class 13 magic that the False God used. The magicians use artifacts, such as staffs, to be able to use this weaker magic. And considering that God's Lightning works like this:
That was clear, natural, cloud to ground lightning that God used. And the magic used against Ilran is the same, albeit weaker.
So with the proofs out of the way, we can start building a tier list. Note that this initial tier list is built until chapter 150. I'll add the remaining characters like Awakened Percer some time later tonight.
Note that this is based from characters blitzing each other. Everyone knows that to blitz a character, you need to be at least two times faster than him. However, they can still track your movements with their eyes. If they disappear from vision, then they need to be at least three times faster. And ID has a long history of characters blitzing each other.

I updated the list, finally! Got done with it. Anyone wants to see some other character added, remind me. As of now, phew. Finished. By the way, if you ask where Krevitz's value came from, he's quite a bit faster and stronger than the rest of the human cast, and was able to fight Relaxed Percer, but he wasn't quite up to Percer's speed even when that guy was relaxed, so I inputted him into a speed tier which I thought reasonable.
Dream: Last anime I will be covering is Gankutsuou: Count of Monte Cristo. Will start watching it tomorrow. Not sure how much longer I can keep myself up at this point.
