Welcome to the JoJo review for part 4! While I'm not the JoJo expert and know my JoJo well, I do enjoy the show as a casual fan. I won't be comparing too much to other JoJo parts.
Part 4 follows the events of Part III where Jotaro meets with Josuke, his "uncle" as Joseph Joestar had an illegitimate relationship. The adventure follows Josuke and his gang as they protect the peace in Morioh City.
This art style changed and became more vibrant and colorful compared to past parts. The music is more hip and less gar. While the other parts involves a journey, everything is contained in Morioh City. It's more tight knit as we have our gang with friends and families whom some of them have Stand powers. Like Part III, it does do Stand of the Week, so it does run into the problem of being formulaic. At least, some of our enemies become good guys and we also had a refreshing change with misunderstandings on one who was actually a good guy from the beginning. We had dull episodes. I really like the idea of Josuke and Jotaro teaming up, but one episodes involves rats, and I didn't enjoy the episode as much. In terms of the villains, Akira Otoishi serves as a main or set up for the first part as the true villain was Yoshikage Kira whose crimes has been hinted. Akira wasn't as a good villain as he didn't have much of a buildup and lasting impression as Kira did. Kira help made the last few episodes as tense and exciting as he pushes our hero, Josuke, in a battle of wits and the creativity they come up was awesome. The ending is pretty happy and satisfying. There is no noble sacrifice which is a tradition in past JoJo parts where main and supporting characters die off.
Overall, Part 4 is incredible. While there isn't a strong unifying theme behind its character (an example of Part III's villains being based on grade b horror flicks and Josuke's gang's Stands being based on Tarot Cards), there is still that tradition of naming characters and stands after music bands and musicians. Because the anime is short and condense, it doesn't run into a huge risk with Stand of the Week padding things out. However, there will be some episodes where the humor and action isn't that good. I do wish there more cool team ups for Josuke's gang.

Taka: I see. A global release will benefit it. Gundam did pretty good. The only few franchises that are only popular in Japan but not popular in the west - Yokai Watch comes to mind.

Master Menos: F for Respects. DMX did all his work while suffering from a drug addiction, and I almost never knew until a point. I hope his next life treats him far better.
