I will take those criticisms into consideration, though some could have been phrased to be a bit more constructive in nature. Truth be told I haven’t reviewed the entire list recently since adding new categories. It doesn’t particularly organize characters as well as I would have hoped, which becomes more evident as the list grows. It is in need of an overhaul, of which I have a couple of ideas of restructuring for the future.
With that being said though, I disagree with your assessment of Ciel. Nasu’s comment about her only being able to battle Servants defensively was made back in 2005. It wasn’t until several years later in 2011 that her Powered version actually became a playable character in an Actress Again update complete with her own story mode and some more feats. In it she battles and defeats a Red Arcuied created by Dust Of Osiris. We already know that even at 30% of her power Arcuied is more than a match for many Servants, and Red Arcuied is just Arcuied without her bloodlust in check. Also, in the Melty Blood manga adaption she similarly fights and defeats Nrvnqsr who we also know is capable of contending with Servants. She has indeed held her own against opponents that are on par with Servants while in her Powered state. So, it’s safe to assume that Nasu’s original statements about her combat prowess are referring to her normal state rather than her Powered one, especially considering that by contrast her normal form couldn’t even put up a fight against a serious Arcuied in Tsukihime.
Whether or not she could defeat any particular Servant in combat is a different matter, but I don’t think it’s accurate to claim that she isn’t on their level.

Semiramis (Assassin of Red) - C-Rank Granted, her use of Hanging Gates of Babylon allowed her to compete with stronger Servants of the Grail War such as Mordred and Astolfo. But without it prepared, her stats are no different from other Servants of the Assassin class.
William Shakespeare (Caster of Red) - D-Rank Stronger than many humans, but his stats are weak as such where he's not a combat-proficient Servant and mostly gets by using First Folio to manipulate the minds of his foes.
Aviceborn (Caster of Black) - B-Rank His golems are capable of posing a threat to Servants as strong as Mordred and Spartacus. His strongest creation, Adam, gave great difficulty for Mordred and the other Black Servants to dispatch it given it has a continuously active Reality Marble that supplies it with mana from The World, alters its surrounding environment while active, and can not be killed as long as its feet remain on the ground.
Jack the Ripper (Assassin of Black) - C-Rank Can give Ruler and Mordred some difficulty in combat via their stealth abilities (Presence Concealment and Murderer of the Misty Night) and Noble Phantasm (The Mist), but is very dependent on said abilities in combat due to their weak attributes. While Maria the Ripper can instantly kill a foe, it's very conditional on when the Noble Phantasm's effect can work.
I disagree with the placement of two people. The first one is Zeltrech, in his prime he had the chance to beating all the people in EX tier apart from velber. I know he was a human in his prime so he wasn't a being in the same plane of existence as the other in EX tier but he beats a lot of them with too much ease, such as all the beasts. Some people disagree and see the 7 beasts as stronger the beasts as stronger than types, but if the type is the strongest being on a planet the beasts can't be stronger than the type of heart (Arcueid Archetype:earth?). Some may argue that the fate/extra version of every single character are on multiversal level. But those people don't remember that the moon cell is only a virtual reality and saying that the people in fate/extra are at multiversal level would make all the people in the real world at hyperverse level just because they are at a higher plane of existence. I totally disagree with the placement of ado edem. He is very strong but to many conditions must be met to make him so strong. The first condition is a world full of Grain and the second is a BIG enemy, bigger is the enemy, bigger is the sword. So he wins against the aristoteles but loses against practically everyone else. Don't misunderstand me, I love ado edem, I even think that he is the only one that could potentially beat Velber(the star). Okay, this was a big rant.
