The volume of the inside of a building, always make it look bigger than it's outside structure. This applies to your house or auditorium etc.
The whole argument of sereitei or las noches being country come from yoruichi and nel. What's weird is no other character endorses their claims throughout the story.
However, in both cases, kubo decided to draw sereitei and las noches in multiple scans as city size. He never even bothered to justify not once Nel n yoruichi's claims. Actually he did everything in his power to contradict them.
After all this is the same author who called that extremely small landmass/hill that ichigo vaped a mountain. Nah, he aint fooling me.
Well to be fair most Mangaka's don't draw backgrounds to scale, unless its an exception like Toriko.

If he would have drawn sereitei at least once as big as a small country or at least a large island then we would have something to debate about.
But i think he just like writing statements that comes across as impressive or cool and don't even try to quantify them.
