In chapter 132 of Noblesse, Raizel passes by some sensor that were placed by Tao. Tao states that after the sensors which pick Raizel up go off, he the rest of the members present will see him in about 15 to 20 minutes. The next moment he is within the room without anyone of the DA-5 having been able to see him enter. This means that Raizel likely covered the entire distance before anyone could notice him. In chapter 133 this statement is reinforced by Tao thinking that the sensor may have only started working after Raizel had already arrived at their location.
Although Raizel arriving within a moment's notice may not have been the case since Tao and Shark had that short conversation in the first scan before Raizel was actually shown, for this calc i will assume that Raizel did going by Tao's thought in chapter 133 and the fact none of the DA-5 members noticed Raizel standing in between them. In the case one believes Raizel took longer, the end result would be at least a factor 10 smaller (a small talk usually takes a few seconds).
Assuming minimum conditions, means they think it's the average human walking speed and 15 minutes, which is 1.4 m/s (source en.wikipedia.org/wiki/Preferred_walking_speed) then that means that the distance covered is speedxtime = 1.4 m/s x (60x15) s = 1260 meters.
Since nobody but the almost dying M-24 didn't notice Raizel and Tao even wondered if the sensor only activated after they got there, that means that Raizel covered the distance before a human could even react. The processing speed of the human brain for a complex picture is about 150 ms (source: Thorpe, Simon; Fize, Denise; Marlot, Catherine. Nature; London381.6582 (Jun 6, 1996): 520-2.) while for quickly recognizing something it's lower at 100 ms (source: www.cell.com/neuron/pdf/S0896-6273(09)00293-1.pdf).
For the absolute minimum furthermore a reaction speed of 150 ms is taken. This means that Raizel's speed would be over 1260/0.15 = 8400 m/s = mach 24.49.
As for the high end using human standards, which is more likely as people usually aren't doing things calmly when their friends are kidnapped and in danger, they would have had to assume the help was running towards them and they might have taken 20 minutes. The other 5 minutes might be from them not knowing the directions within the for them unknown building in such a case.
The human running speed using peak human conditions (based on track and field world records) is 7.28 m/s for men on the 1500 meter course (source: en.wikipedia.org/wiki/Running). This would mean that their expectancy of 20 minutes means Raizel would have covered 7.28x60x20 = 8736 m.
Using the lower recognition speed of 100 ms or 0.1 seconds, that would make Raizel's speed 8736/0.1 = 87360 m/s or mach 254.7
So with this, Raizel's early-series speed feat of passing by a sensor to shortly after appear in between some modified humans (in their vision) without them noticing directly comes at in between mach 24.5 and mach 254.7.
To add as a comment on the end result to this though, Raizel's actual speed would be more likely to be on the higher end of the calc. The reason for these are that first of all Raizel and Frankenstein were heading out there at quite the pace since the kids their lives were on the line, which would leave the idea of casually strolling at the average human walking speed something one would normally not think of. Secondly aside from the kids every human present there was a modified human, which means they were enhanced to above the human limit.
HungryWorld I think the best speed feat in noblesse that I've seen was when Raizel, Muzaka, Frankenstein and The Lord all dodged Mudakes laser and explosion that enveloped a mountain range. How fast do you think that was?

Zero Yes that one of the best feats, albeit i would need to see that once more to try sticking a time frame on it. Otherwise can't say how fast it is. I think one of the other good speed feats is in the Raizel vs Muzaka fight. Though then again there is again the problem of trying to find a time frame.
This feat was the most calculable though. They had a time frame given to calculate the distance from and a possible time frame for Raizel, albeit that's assuming everyone is just peak human and nothing more.
