Feats. With powerscaling you're always saying one is stronger than another, somethimes on a very loose basis which drops the credibility of the scaling and somethimes even invalid scaling is used. With feats you just have solid proof always at hand, making it more credible. Somethimes scaling is at place though, since the feats before someone training are better than after someone's training which would if you only look at feats indicate the person got weaker. In those cases just the idea of training making someone stronger just also has to be taken into account.
Also if you want to see powerscaling gone wrong, look at DBZ and Naruto. Plenty of examples of scaling gone rampant amongst them.
HungryWorld, But we have to remember that there are characters that rely on AoE and those that rely on potency. Chun Hwa for instance, at most destroyed the equivalent of a city, yet can easily beat down guys that are much stronger than guys who are much stronger than guys who vaporize mountain ranges.
тиваненк Although i guess that in the case of Chun Hwa the characters he beat have something to back up that they are at a much higher level for both DC and durability. In that case it's ok to powerscale. It's not like the DBZ scaling getting solar system level durability for Buu when he has no feats anywhere close (nor do the other characters, and honestly Buu got blasted into bits by his own planet buster) and the Nauto scaling from Toneri to EoS crap. You honestly don't want to know how the potency argument is abused somethimes.
Feats give you a discernible range for how to judge the scale of capabilities of characters within a series. Powerscaling only gets by with the logic of "x character being stronger than x character due to beating x character" which can fall under enough scrutiny as that leads folks to stick characters at a tier where their capabilities may be heavily overestimated or underestimated, DBZ being one of the more notorious titles to milk powerscaling since it's notorious for having little feats and lack of consistency with applying its own logic.

Feats of course are what you go for first. Powerscaling comes second and only if of course it's logical for the character getting powerscaled to another with the aforementioned feats makes sense and even than should be used within reason
Feats are definitely the first thing to use, with feats it gives a basis on what certain characters can do opposed to power scaling where you can say so and so can do the same as so and so without any real base to prove so, not all characters can replicate feats that others can which is where power scaling tends to be taken to far.
