DIO in my opinion. Kars has the numbers advantage with all of the known Stands and their mostly featless and unknown Requiem versions but it won't matter at all. DIO has his same ability to take Stand powers for himself and it's made clear that his uniquely his own World Over Heaven Stand >>>> All other Stands and Requiem Stands and is unaffected by their abilities.

Dio doesn't take this for a number of reasons. 1. The moment he decides he wants to show his stand Kars takes it and makes it even more ridiculous than what it already is. 2. Lets say Dio goes right off the bat and tries to attack. Kars can simply have one of his D4C clones take it and from that one attack he understands TWOH. 3. Dio isn't immune to paradoxical destruction as we saw in the game so again, D4C would mess Dio up. 4. Kars isn't effected by any kind of time based abilties. In general one could say Dio could just rush over and punch Kars, but Kars isn't just going to stand there and take it. As we know, Dio enjoys bragging and just like in the novel the tiniest exposure will cause his stand to get stolen.
I heard he did it by insulting Kira or something lol. BTW, how strong is ultimate Dio in the novel?
Nah, KQ saw that Kars was stronger. KQ kept trying to blow up Kars and he simply ate the explosions lol. Novel Dio is pretty strong. Not as strong as Heaven Dio though. His most notable feat is beating Gio with GER. I'd say he's maybe continent+?
