Welcome to the A Certain Scientific Railgun review which includes the anime and 2nd season titled A Certain Scientific Railgun S. I won't be comparing to the manga. I might make comparisons to the other anime, A Certain Magical Index.
Plot: To summarize succinctly, the anime follow Misaka as she slowly get friends and develop a sense of belonging which she and her friends will protect their city and each other. At first I was confused at the timeline until I got into S, I realize the first season of the anime takes place before A Certain Scientific Index but later on it will run concurrently with the series as S will explore the Sisters Arc through Misaka's eyes.
Because of the series has less arcs compared to A Certain Magical Index and Railgun is all rooted in Academy City, it helps the immersion easier in the story as well as make the characters are more connected to each other instead of being relegated to background and cameos. These will work as long as fans watch A Certain Magical Index anime before Railgun. There aren't a lot of world building required for Railgun as we just explore Academy City and nothing else. Of course, we have cameos of A Certain Magical Index, but with that show, the heroines and characters that debut in the arc, don't come back. It's like Bleach. The villains and person of arc interests have a bigger development and build up as they come back to help Misaka. It's because there are less arcs to explore. Both Misaka and Touma almost befriend every villain they defeat.
Reflecting my experiences with side stories especially ones that have a prominent female cast, sometimes, those anime shows like Soul Eater Not have this fan service in a form of yuri appeal. Luckily, this show doesn't do that. It might disappoint yuri fans. I prefer everyone to be friends and no romance. With A Certain Magical Index, shipping and romance tends to make the show less appealing if the show's genre isn't predominantly romance. I know from experience with Bleach. Fans will divide even if the protagonist chooses or doesn't chooses.
Misaka's character is better written than Touma, I believe. There were things that didn't feel right. While Sisters Arc was the best moment in changing and developing her character, it works as a double edge sword because A Certain Magical Index is the parent story and takes place in production. You have Railgun which the beginning takes place before Index and Misaka works with her team to achieve victory in the first season. However, in the 2nd season, she doesn't tell her friends and ask them for help in dealing with a cloning conspiracy and experiments. This causes her to make mistakes as this is just her against a city as she finds out. Being pushed to the edge, she almost comes up with a suicidal plan until Touma who is not the main character saves her in her own story. This arc is show in Certain Magical Index through Touma's eyes at first because of production order. It makes Misaka's character look weak a bit or her development has regressed compared to season 1.
Overall, the side story anime series I feel was much better than the parent anime series because of a stronger cast of character who feel more natural and had more roles, the story is confined yet it flourishes because it's not scatter about compared to Index who had more arcs and more characters which diluted the immersion in the end. Speaking of end, the ending of the anime is much fulfiling and stops at a good note while trying to show it has more adventures since the original source material is ongoing.

Taka: I see. A global release will benefit it. Gundam did pretty good. The only few franchises that are only popular in Japan but not popular in the west - Yokai Watch comes to mind.
